Ownership of the vehicle may be checked from the Excise Record. The buyer should avoid accepting open transfer letter but insist on the seller to get the vehicle transferred in his (buyer’s) name. 

» PRECAUTION FOR THE BUYERS OF SECOND HAND VEHICLE   Presently there are thousands of stolen vehicles, which have been bought by the innocent buyers. The law does not provide any protection to such buyers and irrespective of the huge amount spent by them in dubious deals, the lawful title to the auto remains with the original owner only. This simply means that if a stolen vehicle is found in anyone’s possession it would not only be returned to the original owner but also make him pass through a cumbersome legal procedure facing the likely arrest. It is therefore essential that one must take some basic precautions as highlighted above before buying a second hand vehicle.
